What we are proposing

Sector 2 City Hall proposes the redevelopment of 10 squares in the historic central area of Armenească – Moșilor – Plantelor, transforming spaces currently used mainly for traffic or parking into a coherent network of neighbourhood places greener, safer, and more pedestrian-friendly: places to stay, meet, and live a neighbourhood life.

The project aims to improve quality of life through clearer pedestrian routes, more shade and greenery, and a more balanced organisation of public space, adapted to the real needs of those who live, work, or pass through the area.

At the same time, the initiative is part of a broader framework for climate neutrality — Sector 2 is part of the EU Mission for smart and climate-neutral cities and of the national M100 ecosystem, where such interventions (reducing car pressure, greening, and prioritising pedestrian mobility) play an essential role.

April – May 2026
We collect feedback from the neighbourhood
Through the survey and public consultations, we gather information about how the squares are used today, what problems exist and what people want to change.
May – June 2026
We analyse and integrate the feedback
The responses help us refine the existing proposals and develop new ones, so that the final solutions reflect the real needs of the neighbourhood.
July – August 2026
We prepare the concept for implementation
Based on this input, we develop a technical concept document — a clear design proposal that can be taken forward by designers for detailed engineering and execution.
July – August 2026
We present the results
We will organise a public event to present the conclusions of the consultations and the updated proposals. The exact date will be announced soon.

Anyone with a connection to the area: residents, people who work or study here, visitors, local business owners or anyone who frequently passes through the neighbourhood. We are interested in how these spaces are used in everyday life.
No. If you pass through the area often, work here, have children at a nearby school, visit a church, shops or cafés, or simply use these streets, your feedback is relevant.
Responses will be analysed by the project team and used to refine the existing proposals or shape new ones where needed. They will help build an understanding of the real problems, needs and priorities on the ground.
This phase is not the construction phase — it is the consultation and technical concept development phase. Once the consultation is complete, the resulting documentation can be taken forward for technical design, approval, budgeting and implementation. The timeline for works will depend on decisions and procedures of the local public administration.
This phase covers spatial analysis, public consultation and technical concept development, within the technical assistance contract provided by the World Bank for the local public administration of Sector 2. Subsequent phases, including technical design and execution of works, are the responsibility of the local public administration.
The project aims to rethink these squares as safer, more accessible and more pedestrian-friendly public spaces. In some cases this may mean reorganising space currently occupied by cars. Any proposal will be evaluated in relation to the needs of the area, pedestrian flows, resident access and the feedback received during consultation.
No. The images and directions presented are visual support for consultation and starting points for discussion. They do not represent a final or official form of the project.
Renders help people understand more easily what kinds of changes are being discussed: more pedestrian space, greenery, seating, reorganised traffic flows or highlighting local landmarks. Their purpose is to open the conversation, not to close down the solution.
You can fill in the online survey on this site and attend the public consultations organised in the neighbourhood. At the consultations you will be able to see the project materials, talk with the team and leave comments about each square.
After the consultation the team will collate and analyse the feedback received. The results will be used to update the proposals and develop the technical concept documentation. This documentation can then be taken forward for the technical design and implementation phases, which are the responsibility of the local public administration.

The Open Squares project is delivered as part of the technical assistance contract provided by the World Bank to Sector 2 City Hall, Bucharest. It aims to reconfigure a network of public spaces in the historic central area of Sector 2 (the Armenian Quarter – Moșilor area), through which we analyse public spaces from multiple perspectives, talk with people in the neighbourhood and develop redesign proposals tailored to how the spaces are used in everyday life.
